QLD:Shoes are same brand as Daniel's:

Queensland police say they're hopeful of finding more evidence at the site where authorities
have been searching for the remains of missing schoolboy DANIEL MORCOMBE.

Human bones were found in muddy bush near Beerwah, on the Sunshine Coast, yesterday
and today police have confirmed shoes found at the site are the same brand as those DANIEL
was wearing when he went missing in 2003.

Deputy Commissioner ROSS BARNETT says what they've found have been in relatively close
proximity to each other and there's no reason why they shouldn't find further evidence.

He says more should be known about the bones and shoes in weeks, not days as the testing
of evidence will be given the highest priority, and could even be sent overseas if that's
required.

A revolution is reflected byte by byte

Millions of people are watching revolution unfold in Egypt because of advances in digital communication. But how many people are understanding it?

"Bearing witness is a huge commitment," Elie Wiesel says in his lilting baritone, the cadences of another continent still on his tongue after all these years. "It has almost nothing to do with machines. It is the eye that sees, the ear that listens."
We are on the phone together and, like much of the world this week, we are speaking of Egypt. "Watch on television what is happening there," he says. "It's clear. It's a moment in history."

But our conversation is less about the latest from Tahrir Square than about the international phenomenon of virtual bystanding that it has inspired. We have seen this before, with Iran, with Chile, with Haiti: legions of global citizens watching a crisis unfold in real time and, equipped with new technology, seeking to do their bit -- disseminating links, retweeting pleas for help or offers of it, or simply standing in the stream of hardship chatter and drinking some of it in.

In these last days, such digital rubbernecking has resumed with Egypt, and a debate has reopened with it. Will the revolution be tweeted? as Malcolm Gladwell has phrased it in The New Yorker (before concluding that it will not). Are all these link-spreaders really just wallflowers? Are Westerners narcissistic in assuming always that it is their technologies that unleash what is, in fact, organic to nations in upheaval? Is this a variety of voyeurism?

The debate has tended to dwell on the question of whether all this overseas digital mirroring of a crisis, especially when the Internet is inaccessible or censored in the nation in crisis, is of any use to those on the ground. But what is often missing from the debate is the idea of bearing witness: the notion, as Mr. Wiesel, a survivor of the Auschwitz and Buchenwald concentration camps and a Nobel Peace Prize laureate, once put it, that an experience like the one he endured "cannot stay with me alone. It must be opened, it must become an offering, it must be deepened and given and shared."

Today, at age 82, he is a trace removed from the latest technology trends, but he was more vigorous than many half his age in seeing a place for technology in tragedy.

"Because of technology, and because of the progress made in technology, especially in the field of communication, no one has any excuse anymore to say, 'I don't know; I didn't know; I wasn't aware,"' he said.

It is partly that the sufferings of others are available to much of the world in real time today, he said, and partly that the multiplication of avenues to publish and to access what others publish makes people less confined to particular sources: If you don't trust the U.S. news media, you can watch Al Jazeera English from your sofa in Florida; if you don't trust Al Jazeera, you can pipe in France 24 from your bedroom in Qatar.

"Since they come from a variety of sources, from a variety of people, representing all ideologies and all sensitivities, we know. We cannot not know," Mr. Wiesel said. "Whether you want it or not," he added a moment later, "we are witnesses."

But there is also a paradox about this digital bearing of witness: Amid the chaos and fragmentation and deluge of the new media world, it becomes easier for the witness to hear, but perhaps harder to listen. Noise multiplies; signal is scarcer. Links to articles are disseminated to others before the articles are read. Genuine testimony and propaganda mingle freely under the flag of the #Jan25 Twitter hashtag, no one knowing for sure which is which.

Mr. Wiesel fears that, even as the technology makes it harder not to know, it chips away at the duty, after knowing, of understanding: of asking why, making sense of things, judging, empathizing -- and of committing the tragic events to a deeper kind of memory.

"In one way, what worries me is that there is so much chatter that we forget how to listen," he said. Today "everybody has something to say," he added, and perhaps less interest in absorbing tragedy's lessons. "Before speaking, there is thinking. But today everything goes so fast, so fast."

When Mr. Wiesel teaches literature, he told me, he finishes the investigation of a book by stepping back from its details and asking, What is the meaning of that book? That kind of reflection suffers in the instantaneous media culture that surrounds us today, a culture that tends to reward speed over cognition. What the chatter should be asking of Egypt, he said, is: "What does it mean? Why did this happen now? Why didn't this happen before? And not who is wrong, because we have to listen to both sides. But the main thing is, What does it mean in history, to history?"

If one idea has animated Mr. Wiesel's life, it is that of the power of memory: memory gives culture, he likes to say; memories spoken and shared can prevent remembered tragedies from recurring. He wonders sometimes if the frantic, ephemeral remembering of our digital times -- what we may call Twitnessing -- has anything to do with the kind of memory to which he has devoted his life. The Internet can serve as a repository of testimony; but it can also be a palace of fun house mirrors, in which events are reflected and twisted and spun even before they have ended.

"There is no life without memory," Mr. Wiesel said. "But when it's too much, when it's too much, then we no longer know, really, what came first, the event or the memory of the event."

Qld: Govt defends forest sell-off plan

BRISBANE, April 20 AAP - The Queensland government says it will honour two key planks
of its sale of forestry assets, despite concerns held by the industry.

The state's timber industry is reconsidering its support of the Bligh government's
$4 billion forestry asset sale.

Peak industry body Timber Queensland says it supported the sale of government-owned
plantation grower Forestry Plantations Queensland (FPQ) based on conditions outlined by
the government.

They included that all plantation timber land would continue to be used for forestry,
and not housing development, and the 1999 commitment to a hardwood plantation would be
honoured.

Timber Queensland chief executive Rod McGuiness says he's sought assurances from the
government but has heard nothing despite final bids being due next week.

Mr McGuiness accused the government of "whittling away" the size of plantations to
bring about a deal.

He says that could cost jobs and force Queensland to seek its timber from overseas.

"This is a government that can't be trusted," he told reporters on Tuesday.

"The whole sale process was predicated upon business as usual in the plantations, the
completion of the hardwood estate and the growth and expansion of our industry."

But with the government unable to provide "sensible answers", the industry felt they
would be short changed, Mr McGuiness said.

A spokesman for Treasurer Andrew Fraser said in a statement the freehold land included
in the FPQ sale, at Beerburrum north of Brisbane, was outside the urban footprint which
meant it was not zoned for development.

Mr Fraser later issued a statement promising the hardwood plantations would be established
by 2025 under the sale agreement.

But Mr McGuiness said the plantations were supposed to be established by 2015.

And he did not trust zoning could not be changed to allow land to be sold for development
in the future.

"Some years ago we had a huge pine plantation estate that was feeding the Petrie paper
mill," he said.

"... There's not one tree left. That is all now Caloundra Downs housing estate."

Opposition treasury spokesman Tim Nicholls said the government's sale plan would damage
the timber industry and put further pressure on housing costs in southeast Queensland.

"The LNP shares the concerns of the timber industry that the fire-sale of FPQ will
damage the supply of timber for housing construction in southeast Queensland," Mr Nicholls
said.

SYDNEY, Dec 7 AAP - The Australian government should show the world it is serious about
tackling climate change, despite the failure of its emissions trading scheme (ETS) legislation,
Oxfam Australia says.

Oxfam's climate change spokeswoman Kelly Dent said the ETS bill's failure to pass in
the Senate was no reason for not committing to "meaningful action on climate change in
Copenhagen" when world leaders meet this week to agree measures to tackle global warming.

"The ETS is only one of several mechanisms that would contribute towards reducing Australia's
emissions, others being greater energy efficiency measures and a boost in renewable energy
investment," Ms Dent said in a statement on Sunday.

She said Australia should improve the chance of a successful outcome at the UN climate
change summit by also announcing how much finance it would put on the table to help developing
countries adapt to the escalating effects of climate change and reduce emissions.

"The lack of commitment from rich countries on finance is seen as a deal-breaker in
these negotiations," she said.

Australia and other rich countries could set off a chain reaction that would lead to
a global climate agreement if together they put forward at least $US200 billion ($A215.68
billion) per year in new public funds.

"Providing climate finance is not about charity.

"It's about the responsibility of rich countries, who have directly contributed to
the climate crisis, to support poor people in developing countries, who are least to blame
but are already suffering from its effects.

"It is also about rich countries living up to what they have already promised to do."

She said $US200 billion a year was less than the annual subsidies provided as agricultural
support by rich countries to their industries ($US250 billion a year) and made financial
sense compared to the costs of inaction on climate change.

The International Energy Agency recently estimated an extra $US500 billion would be
needed for each year significant action on cutting emissions was delayed, she said.

British Prime Minister Gordon Brown has called for richer nations to contribute to
a "kickstart" fund of $US10 billion ($A10.78 billion) a year to help poorer nations tackle
and adapt to climate change.

Ms Bryce, who became the country's first female governor-general when she took office
in September, urged people to think of those less fortunate at Christmas time.

But it was also a happy time, the Queenslander said.

"Christmas is a time for family celebrations."

"It's a time to enjoy the wonderful country we live in, a time for contemplating the
year's end, and fresh beginnings."

Ms Bryce said she would also be thinking of Australia's defence forces who were spending
Christmas away from their home and family.

Her husband Michael joined her in wishing all Australians a safe and happy Christmas,

BEIJING, Aug 17 AFP - Michael Phelps won an unprecedented eighth gold medal at the
Beijing Games today as the United States won the men's 4x100m medley relay in world record
time.

With the victory, Phelps overtook compatriot Mark Spitz, whose seven swimming golds
at Munich in 1972 were the most at a single Games.

At 23, and competing in his third Olympics, Phelps took his total of Olympic titles
to 14, including six from Athens, where he also claimed two bronze.

The US squad of Aaron Peirsol, Brendan Hansen, Phelps and Jason Lezak won a tight race
in 3:29.34, Lezak holding off Australian individual world record-holder Eamon Sullivan
on the closing freestyle leg.

The United States were lying third when Phelps hit the water for the penultimate butterfly
leg. He had given the US a narrow lead by the time he handed over to Lezak.

"I don't know what to feel right now, there are so many emotions going through my head
and so much excitement, I guess I just want to see my mom," Phelps said.

The Americans improved on the previous world record of 3:30.68, while Australia finished
second in 3:30.04 and Japan took the bronze in 3:31.18.

"It's a beautiful thing, I am so proud to be a part of this relay team," Peirsol said.

"It wasn't like we were doing this for Michael, but it's an honour to be part of it.

It would have been something if we hadn't done it.

"Sullivan came back at the end, but I think at the end of a long competition we are
all a little tired right now."

Indeed when the much anticipated moment came, there was no scream of triumph, no fist-pounding
gesture of victory from Phelps, who was hugged by his teammates and shook hands with his
rivals before calmly raising his arms toward the crowd and drawing a roar from the Water
Cube fans.

Telstra says a nine-thousand kilometre cable to be laid from Sydney to Hawaii will
increase internet traffic between Australia and the US.

But it won't make broadband in Australia cheaper.

The first length of Telstra's fibre cable is scheduled to be laid today .. a sight
likely to grab the attention of surfers at Sydney's Tamarama Beach.

The French vessel Ile De Sein will be moored off the beach .. making the first connection
of the link that will eventually run along the Pacific Ocean floor and re-emerge at Hawaii's
Keawaula Beach.

The operation will be finished by the end of the year.

Vic: Tragic grain silo worker named

Police have released the name of a man who died after becoming submerged in canola
seed .. while working in a grain silo at Hamilton in Victoria's west.

He was 58-year-old BRUCE HARTWICH.





Mr HARTWICH entered the silo about 3.30pm (AEDT) yesterday to clear a blockage .. but
became trapped after sinking chest deep into the canola.

Despite the efforts of rescuers .. he died shortly before 8pm.

It was another seven and a half hours before Mr HARTWICH's body was eventually recovered.

Worksafe Victoria is investigating whether Mr HARTWICH's harness broke .. dropping
him into the canola.

Police will prepare a report for the coroner.

Education Minister Julie Bishop said she was ready for a debate with Labor about full
fee paying university places.

"Bring it on," she told ABC television.

"Labor is totally confused on this issue, as they are on so many areas of education."

Ms Bishop said 97 per cent of Australian students at university were in commonwealth-supported
places.

Of the three per cent in full fee paying places, 37 per cent of those were in summer
or winter courses, which were held outside the semesters.

Ms Bishop said Labor had to decide how it would replace the funding that would disappear
if it scrapped full-fee places for Australian students.

"What Mr Beazley hasn't told us is whether he will fund the universities to make up
for the abolition of full fee paying places," she said.

"I believe that we should have a choice of being able to take up a commonwealth funded
place or a full fee paying place.

"And the full fee paying places do not take the place of a commonwealth funded place."

Modesto, Calif., Junior College Students Get Hispanic Federal Internships.

Jun. 5 -- Spying is not among Sonia Garcia's career choices. Nonetheless, the Central Intelligence Agency recruited the Modesto Junior College graduate for an internship this summer.

She is one of four MJC students who will work for federal agencies through an internship program sponsored by the Hispanic Association of Colleges and Universities.

Students were selected for their academic record, their familiarity with computers and the Internet, and their community service. It's the first time MJC has participated in the association's program, which accepts about 40 students from California.

Garcia, 19, doesn't think she'll engage in any Tom Clancy-like intrigue. Her assignment: Helping to set up contracts for military and medical equipment. She doesn't know who buys the supplies. Maybe other governments, she figures.

What's important for her is that she has a chance to travel to another part of the country and work for an agency that has intrigued her since she was a young girl. The association will cover her living expenses in Philadelphia, where she'll live in an apartment on her own for the first time.

"It's also kind of scary," said Garcia, an international business major who will transfer to San Diego State University when she returns to California in August. "I think I'm going to learn a lot. I'm ready for it."

Other summer interns are Marcia Medina, who will will work with the U.S. Department of Agriculture in West Virginia, and Max Tejeda and Elida Vizcarra, both of whom will work with the Department of Defense in San Antonio. They'll each receive a $390 weekly stipend during the 10-week-long internship and a place to live.

The students left Friday for a weeklong orientation in Washington, D.C., before heading off to their respective internships.

Vizcarra, 20, said she will use her internship to beef up her resume. Her major is business administration, and she has another semester to finish at MJC before transferring to California State University, Sacramento.

"I plan on coming back to MJC and being a motivator for other students, letting them know how it goes, and encouraging more students to apply to the program," she said. "It's a marvelous opportunity. It's something I wouldn't be able to do here in Modesto."

Both young women are ideal candidates for the association's internships because of their commitment to education, said Modesto financial planner Gene Carillo. He met both Garcia and Vizcarra as a mentor for Downey High School's Hispanic Youth Leadership Club, sponsored by the Hispanic Leadership Council.

"They don't let things stand in their way," Carillo said. "They find a way to go around it and they won't give up."

Garcia said the job with the CIA fits nicely with her interests in international business. She speaks Spanish and some French, and she expects to travel in the future. In San Diego, she will have dual enrollment with a university across the border in Tijuana, where her parents lived before they came to California.

"It's so weird how the world changes. They think it's really weird that I'm going back to where they came from. They're very excited for me."

ClearCommerce Engine to be Licensed by HP; ClearCommerce and HP's VeriFone Division to Expand Product Development.

REPORT: "AMAZON TAXES" WILL WORSEN BUDGET PROBLEMS, DETER BUSINESS.

WASHINGTON -- The following information was released by the Tax Foundation:

As more states consider enacting so-called "Amazon tax" laws to force online retailers to collect sales taxes, a new Tax Foundation report cautions that such policies would not only fail to relieve short-term budget problems but also hurt long-term economic growth.

New York, Rhode Island, North Carolina and Colorado have Amazon taxes, and the Multistate Tax Commission last week indicated its plans to draft model legislation based on the laws in place in those states.

"Enactment of an Amazon tax is an aggressive and unconstitutional assertion of state power," said Joseph Henchman, the Tax Foundation's Tax Counsel and Director of State Projects, who authored the report. "These taxes are the latest in a series of efforts to eliminate the long-standing 'physical presence' standard and replace it with a nebulous, arbitrary 'economic presence' standard, where businesses can be taxed in every state where they have customers - meaning retailers large and small must track more than 8,000 sales tax rates and bases."

"This flies in the face of the argument that Amazon taxes 'level the playing field' between brick-and-mortar and Internet-bases businesses," Henchman said.

Amazon taxes (also known as affiliate nexus taxes or affiliate taxes) require retailers that have contracts with "affiliates" -- independent persons within the state who post a link to an out-of-state business on their website and get a share of revenues from the out-of-state business -- to collect the state' sales and use tax. Even groups such as the National Conference of State Legislatures and the Streamlined Sales Tax Project oppose Amazon taxes.

Amazon taxes are unlikely to produce revenue in the near term, according to the report. New York continues to face a lengthy legal constitutional challenge, and Rhode Island has even seen a drop in income tax collections due to the law.

Unconstitutionally expansive nexus standards such as Amazon tax laws threaten interstate commerce and the national economy by discouraging business expansion.

"The real concern should be the extent of state powers," Henchman said. "Should states be able to reach beyond their geographic borders and impose their tax system on everything everywhere? Do we really need to make sure that taxes are the same in all states, and that people can't shop by tax rates as they shop by price, quality or convenience?"

Aug. 19--First Union Corp. sold $25 million in bonds in a private sale for the New York Giants, as part of the football team's efforts to raise money to pay salaries and off-season costs.

The deal marks the first time a football franchise has used the private placement market as a source of financing.

First Union sold the 10-year debt Friday for the Giants, winners of Super Bowls XXI and XXV, as the football team tries to reduce its financing costs and its interest rate exposure.

Unlike traditional bank financing, the private placement market enables a corporate borrower -- in this case, the Giants -- to borrow money at a fixed-interest rate over a longer period of time and at a much better rate, said Mark Smith, First Union's senior vice president of corporate banking inNew Jersey.

Because the bonds are sold privately -- mainly to institutional investors, like insurance companies and pension funds -- such placements enable privately-held companies, like the Giants, to essentially maintain a lock on that privacy.

That's because, unlike a public bond offering, companies are not bound by the same strict regulatory rules and disclosure requirements mandated by the Securities and Exchange Commission, said Smith.

With a private placement, only a select few institutional investors, who are carefully screened by the company, are privy to any financial and nonfinancial information released by the company as part of its private offering.

"It allows some degree of privacy," said Smith. "For private companies, the private placement market is attractive for that reason."

Charlotte, North Carolina-based First Union inherited its 21-year-old relationship with the Giants through its acquisition of First Fidelity Bancorp. last year.

The Giants began their banking relationship with First Fidelity back in 1976 when the team first moved to New Jersey and started playing at the Meadowlands, said Smith.

"First Union has been a tremendous partner over the years and we are pleased with the results of this transaciton," said John K. Mara, general counsel and executive vice president for the Giants and partner in the football franchise.

"We were looking for some ways to reduce our financing costs and get more flexibility. We will be able to better meet our long term capital needs through this financing."

Smith said the private placement market is particularly appealing right now for any borrower "looking to procure long-term money on a fixed-rate basis .

"This is the time to do it," he said. "Interest rates are favorable and they can lock into a long period."

In terms of private placements, Smith described the Giant's deal as on the "low-medium" side.

Analysts said that First Union's leading a $25 million private placement wouldn't change any of their estimates, but did present the bank with a good marketing opportunity.

"This is a name client that you like to be associated with," said HaroldSchroeder, a bank analyst with Keefe, Bruyette & Woods, Inc.

The Giants' Mara said that other football teams were likely to consider similar steps in the capital markets.

"Many teams have borrowing needs and this type of transaction makes a lot of sense," said Mara. "I wouldn't be surprised if other teams made similar decisions."

Back in 1995, First Union completed a $60 million private placement for another sports franchise, the Vancouver Grizzlies.

The bank also has relationships with a number of other sport franchises, including the Charlotte Hornets, Jacksonville Jaguars, Atlanta Braves, Miami Dolphins and Carolina Panthers. However, none of those sports franchises has yet sought bonding.

Smith said he believes the private placement market will become increasing popular financing tool for sports franchises in the near future.

"I think it will," he said. "It's a unique source of financing and an advantageous way to raise capital."

First Union led 11 private placements this year, including a May offering of $30 million for Hatfield Quality Meats.
